Unravelling: Talibon Hazardous Water Supply Issue Gets More Muddy

What is the role of social media? It disseminates information. For online writers like me, it is a fertile ground for creativity and intellectual pursuits. For gossipers, it is a place to bash, to troll, to fire the shots and hit someone who doesn't know where the bullet came from. It is an excellent tool when used properly and not being abused. It helps the community.
Social media helps in locating criminals of all genre, especially child predators and scammers. Don't forget a Pedophile arrested in another country because the citizens of the world helped the Interpol in pointing out who he was. Social media exposes the rots in society, those who used to get away from many atrocities they caused people. Social media can stop hurricanes on its track.
So for many days, I burnt my internet connections trying to gather as much information I can get with the water problem in what was once my hometown. A place that I rigorously wanted to forget yet it feels like a lizard stuck behind my back. If I can only run away from anything this town represents, I'd be doing it full throttle. The problem is I can't because when you are nurtured by a father whose life and business was about helping people, his principles comes back big time all the time.
So I've been talking to credible people, nevertheless, even if they sound credible, I need to do a counter check of who this person talking to me because I haven't meet him. Validation is always made when gathering informations. I'm pretty much trained to understand how storytelling works without sacrificing truth. We talk about my posts and he argued that my "Likes" were low. Oh, the Likes...that tiny button that others think will define how good and popular you are in social media. I made it clear, I don't care about the Likes or the number of Followers. Screw it! I'm not paying for promotion and I am not tagging my contents with powerful words like, "Breaking news" or used title that are intriguing and then when you read the content it is ridiculously false. And I am not begging for followers. I have dozens and thousands of visitors in 10 different countries at regular basis. So let's not count our fingers how many people read this blog because I am doing just fine. And he agreed.
And so I did placed a call and talk to this person and someone else....
ALLEGEDLY:
TALIBON WATER DISTRICT have 5 Board of Directors chosen by the mayor or by the mayor's office. The Chairman of the Board has the final say on the GM hiring based on the BOD trust and confidence to the applicant. I think the qualification and competence is overridden by "Trust and Confidence" the BOD places on the applicant. It must not have the component of malice.
What makes the hiring malicious?
In this case, allegedly, a very competent applicant, actually an Engineer who applied for the position was blindsided during the hiring process because one in the BOD required the Applicant a certain requirement that will cost the applicant over 500,000 to obtain. This requirement is optional. However the BOD at the discretion of one member insist that the Engineer must submit the requirement. The end story, the other applicant was hired as General manager of Talibon Water District without being asked to submit same requirement which is now the sitting GM. This sitting GM is actually a sibling of one of the members of the BOD who act as Chairman in this BOD and should have been the one hiring the applicant. But allegedly, to avoid the nepotism issue, another member of the BOD acted as Chairman during the hiring. But allegedly, pertaining documents were all signed by this sibling of the applicant in the BOD.
Information also showed as alleged that this sitting GM had pending case in court for Malversation of Funds. Actually the case was filed by the Ombudsman Visayas. The employees of the Talibon Water District also have elementary graduate and high school graduate qualifications. There are also no designations on each employee working on this very crucial agency of the government putting the lives of thousands of water consumers at risk.
An incompetent individual hired to do a managerial job without due knowledge is answerable to many governing laws in the Philippines. The question is this: Why is the mayor and other governing branches in the local and national government turning a blind eye to this very critical needs of the people of Talibon?
Our intent is not to cause people to lose their job but this is arrogance in the highest degree. Something the current president is so upset about. One more thing, TWD is approve of a 30 million pesos to rehabilitate the water district. What will a non qualified management of Talibon Water District do with this amount of money if they don't have technical know how and technical teams to properly implement the project?
Here's what we need to do: Put pressure on all governing agencies to remove, replace the Board of Directors and replace the GM and build a new team who has the blueprint and knowledge to do their jobs.
It will start from me but first, I will give Engr. Avergonzado an opportunity to do his kind of representation and info gathering strategy. Again, these are all allegations and no cases has yet been filed on this regard so therefore, has not been challenged in court.
